Community Overview

Roanoak Village is a 60-lot planned unit development (PUD) in Manteo on Roanoke Island, part of North Carolina's Outer Banks. Established in 1997 by Edwinco, Inc., the community is governed by the Roanoak Village Property Owners' Association, Inc.

All lots are designated exclusively for single-family residential use. The community is managed by a volunteer board of directors elected by property owners.

Location

Manteo, NC — Nags Head Township, Dare County

Roanoak Village is recorded in Plat Cabinet D, Slide 338 at the Dare County Register of Deeds. The original Declaration of Restrictive Covenants is filed in Deed Book 1139, Page 872.

Community Standards

Roanoak Village maintains restrictive covenants to preserve property values and community character. Key provisions include:

  • Single-family residential use only — no commercial or professional activity
  • Exterior plans (design, materials, color, landscaping) require approval
  • Properties must be maintained in good repair — including vacant lots
  • Household pets only — no livestock, poultry, or farm animals
  • Fences limited to 4 feet without approval
  • No storage of boats, trailers, campers, or trucks over ¾ ton in driveways
  • Underground utilities with easements along lot lines

Assessments

Property owners pay annual assessments set by the Board of Directors to maintain common areas and satisfy the requirements of the restrictive covenants. Annual assessments are capped at $100 per year. Any amount exceeding $100, or special assessments for specific projects, require a majority vote of property owners.
